For more than 10 years, China has put forth efforts to Limit Plastic production and has taken various measures to control White Pollution and promote green and sustainable development. However, there is still a long journey to go to eliminate the threat from plastic products. Zheng Yueming, deputy to NPC and Chairman of Levima Advanced Materials, said in a recent interview with Xinhua News Agency that he would continue last year’s proposal to promote the application of biodegradable materials and advocate joint efforts to reduce White Pollution during the NPC & CPPCC this year.
White Pollution refers to pollution caused by plastic waste, especially disposable plastic waste, which poses a major threat to the natural environment and human health and has become a common concern of all mankind. According to the current situation of White Pollution in China and the actual development of related industries, Zheng Yueming has prepared in advance Suggestions on Strengthening Support and Promoting the Development of Biodegradable Materials Industry.

In recent years, China has issued a series of policies and legal documents explicitly proposing to support the promotion and use of degradable materials, including the Law of the People’s Republic of China on Prevention and Control of Environmental Pollution by Solid Waste revised and passed by the Standing Committee of the NPC on April 29 this year, encouraging the promotion and application of recyclable and degradable substitute products.
As for the reason for clinging to the proposal to promote the development of biodegradable materials industry, Zheng Yueming said that waste plastic packaging scattered in urban areas, scenic tourist areas, water bodies and roads not only affected the landscape and caused visual pollution, but also caused potential harm to the ecological environment due to its difficulty in degradation. Biodegradable materials can be degraded into carbon dioxide and water by microorganisms in a specific industrial composting environment, which will not form pressure on the ecological environment and is a good way to solve White Pollution. However, at this stage, the development of China’s biodegradable material industry still faces many bottlenecks, which are mainly manifested in the immature production technology and the lack of large-scale production. Compared with traditional plastics, the cost is relatively high and the popularization and application are limited.

Zheng Yueming hopes that the country will further increase its support for the biodegradable material industry. He suggests that enterprises should be encouraged to carry out key research on synthesis, modification and recycling technologies to support the construction of industrial demonstration devices, and to support and encourage enterprises to carry out technological research and industrialization by means of special fund support, tax incentives and the like; After the mass production of degradable biological materials, it should be firstly popularized and applied in the field of disposable shopping bags and disposable packaging. In addition, financial markets will be strengthened to support the development of biodegradable materials industry, and relevant high-quality enterprises will be supported to be listed on the STAR Market.

The sudden outbreak of the COVID-19 in 2020 severely impacts the manufacturing industry, “but there are opportunities in the crisis”. Zheng Yueming revealed that during the epidemic period, Levima resumed production under the premise of doing its own prevention and control, fully ensuring the supply of raw materials for the downstream epidemic prevention material production enterprise, and donating more than 1.1 million yuan in total. The upcoming NPC & CPPCC are important conferences for China to control the epidemic and enter a new stage of full recovery of economic and social activities and normalization of prevention and control, “which can boost the confidence of all sectors of society”.
Under the background of normalization of epidemic prevention and control and transformation and upgrading of manufacturing industry, Zheng Yueming, as one of the representatives in the manufacturing field, expects the country to formulate more policies to promote the integration of manufacturing industry with new infrastructure and accelerate high-quality development. He believes that the new infrastructure proposed by the state can stimulate investment and promote consumption in the short term. In the long term, it can improve productivity, increase supply and give new momentum to high-quality development. For example, the rise of new industries such as Cloud Office, Online Health Monitoring, Telemedicine and Unmanned Delivery during the epidemic has shown strong growth potential.
New infrastructure can also digitally empower many traditional manufacturing industries and leverage new economic growth points. In Zthe opinion of Zheng Yueming, the new infrastructure and the advanced materials industry it is engaged in have interactive promotion effect. On the one hand, advanced materials are the foundation of high-end manufacturing, providing support for new infrastructure, such as chips, high-speed optical fibers, smart transportation, smart energy facilities and other fields, further stimulating advanced materials industry in China to accelerate upgrading. On the other hand, the new infrastructure also brings opportunities for digital transformation to process manufacturing industries such as new materials, which can realize the interconnection between people, devices, products, industrial chains and data, greatly improving the efficiency of safe production, process control, process optimization, supply chain management and other aspects.
